Faction flagged

I noticed that this part was removed from the page

“Warning

As of July 31, 2018, with the launch of the Merlin patch, all players that are flagged as a faction participant are able to be killed and fully looted in all zones, including blue and yellow zones that were previously safe.”

Does that mean it is no longer true? --
